Qualification Overview

Purpose: The purpose of this qualification is to provide graduates with the academic requirements needed for accreditation and registration with the Health Professions Council of South Africa as a Dispensing Optician. Upon completion, graduates will be competent to independently analyze optometric prescriptions, apply ophthalmic and management skills for optimum visual correction, perform visual screening, and maintain high standards of eye care to address community eye care needs. The qualification aims to make vision care accessible by equipping learners to function independently within the eye care field.

Specifically, the qualification enables graduates to:

  • Realize their potential in the field of eye care delivery and contribute to society.
  • Execute professional and clinical responsibilities according to regulatory frameworks and national health policy.
  • Carry out prescription analysis and provide visual correction appliances.
  • Interact in the management and delivery of visual correction appliances with knowledge of patient care standards.
  • Record, maintain, and secure patient information ethically and legally.
  • Manage resources for optimal eye and vision care product/service delivery.
  • Apply reflective learning strategies to enhance health care services for community needs.
  • Promote health and wellness through eye health education within the profession's scope.

Training Emphasis: A significant portion of training will focus on equipping Dispensing Opticians to function effectively in the South African public health system. This includes skills in visual screening, management, primary eye care functions, and cultural competency.

Rationale: The three-year professional Degree for Dispensing Opticians aligns with global health professions education standards and meets the requirements for registration with the HPCSA. Graduates are prepared to provide professional optical services, act as Optical Service Managers, and work collaboratively with Optometrists and Ophthalmologists. Dispensing Opticians play a crucial role in providing optimal visual correction, workplace eye care advice, and addressing vision challenges in both private and public health sectors. Completion of the qualification leads to HPCSA registration, enriching learners and offering opportunities to contribute to the community's health in a professional capacity. Dispensing Opticians are vital members of the eye care team and optical services management.

Outcomes

  1. Practice professional and clinical responsibilities as well as optical and allied technologies to the benefit of visually compromised patients.
  2. Apply scientific health care skills, optical and allied technologies in the interactive consultation and dispensing of optical appliances to the patient while adhering to appropriate medico-legal ethics, health and safety regulations and codes of conduct.
  3. Interact consultatively in the management, education and final dispensing of eye care products, to visually compromised patients, with knowledge of the acceptable standards of optical care.
  4. Record, maintain and secure data and patient information while adhering to appropriate medico-legal ethics, health and safety regulations and codes of conduct stated in the patient charter.
  5. Manage and administer human, technical and other resources to ensure optimal, delivery of eye and vision care products/services within the context of the public and/or private health sector.
  6. Apply self- reflexive learning strategies to continually improve the optically-related service within eye care services appropriate to the specific needs of the patient.
  7. Perform vision screening procedures in order to identify refractive problems for the purposes of referral to the appropriate eye care practitioners.
  8. A research dissertation is produced following twelve months' supervised experiential learning.

  • Presenting diagnosis according to the spectacle prescription and explaining it to the patient or guardian.

  • Recalling patients requiring on-going care and modifying management as necessary.
  • Applying patient's refraction, visual requirements, and findings for dispensing prescriptions.
  • Correctly ordering and verifying parameters for contact lenses.
  • Instructing patients on ocular health and vision in contact lens wear.
  • Demonstrating low vision devices to patients as prescribed.
  • Referring patients to other rehabilitative services as needed.
  • Recognizing and discussing the need for referrals to other professionals.
  • Providing visual screening for occupational or other purposes.
  • Using automated technology as instructed.
  • Providing pre-operative advice if working with Ophthalmologist.

  • Using Plus lens and Pinhole for appropriate referrals.
  • Explaining the patient's vision condition for referral purposes.
  • Recording screening results accurately and compiling referral letters appropriately.
