Programme Overview

Purpose

The purpose of this programme is to develop core competencies in learners related to Public Administration. This includes the ability to:

  • Exhibit previously learned concepts, facts, principles, and theories in Public Administration
  • Solve problems in the theory and practice of Public Administration through application, analysis, illustrating, and identifying complex problems for evidence-based solutions
  • Examine and breakdown Public Administration concepts, facts, theories, and practices to make inferences and find evidence to support or refute generalizations

Rationale

The Bachelor of Administration in Public Administration aims to produce well-rounded graduates with a theoretical foundation in Public Administration and Management for effective practice application. The programme is designed to:

  • Address national needs by developing skills related to public sector organizations, economic development, and regeneration
  • Cover concepts, processes, and institutions in resource and operations management, public sector financing, human resource management, and research methods
  • Cultivate a management perspective in Public Administration and a sense of responsibility essential for applied sciences
  • Prepare graduates for roles such as Public Servants, Managers, Policy Analysts, Economists in various sectors

This qualification equips graduates to work in public sector organizations, para-statals, non-profit organizations, community-based organizations, multilateral institutions, and other related fields.

Outcomes

  1. Demonstrate the ability to integrate knowledge in the sub-fields of Public Administration or practices, including an understanding of and an ability to apply and evaluate key terms, concepts, facts principles, and theories in Public Administration.
  2. Demonstrate an understanding of a range of methods and traditions of inquiry and knowledge creation in the theory and practice of Public Administration to resolve problems and introduce change to practices in the public sector.
  3. Demonstrate an ability to take decisions and act ethically and professionally and understanding of the distinctive nature of public administration in terms of specific, identified guidelines### normative values and ethical principles.
  4. Demonstrate an ability to identify the nature and place of administration in governance and take full responsibility for own work, decision-making and use of resources, and limited accountability for decisions and actions of others in varied contexts.
  5. Demonstrate an ability to develop and communicate ideas and opinions in well-informed arguments using appropriate academic and professional discourse in Public Administration.

  • Description and Explanation: Principles, theories, and facts are accurately described and explained in both individual and group assignments.
  • Definition of Concepts: Concepts related to Public Administration are defined clearly.
  • Communication: Effective communication of Public Administration content (locus and focus) is demonstrated both orally and in writing using appropriate disciplinary conventions.

Associated Assessment Criteria for Exit Level Outcome 2:

  • Synthesis, Analysis and Evaluation: Different sources of information are synthesised, analysed, and evaluated in group activities and written tests.
  • Understanding of Public Administration Environment: Demonstrated understanding of the public administration environment, South African governmental institutions, judicial systems, and administrative functions.

  • Normative Values and Ethics: Identification and discussion of normative values and ethical principles that distinguish Public Administration as a field of study and practice.

  • Reflection on Administrative Behavior: Reflection on the multifaceted character of administrative behavior in the public sector.
