Purpose and Rationale

Program Objectives:

  1. Core Knowledge and Skills in Public Management: Provide mid-career managers with degrees in other fields a foundational understanding of public management, including statecraft, economics, policy analysis, administrative law, and organizational science.

  2. Advanced Technical Management Skills: Equip mid-career managers with advanced skills in public strategic management, project management, financial management, and personnel management to drive sustainable growth and development in various sectors.

  3. Leadership Development: Develop competent leaders in Public and Development Management through cross-functional technical knowledge and skills to steer sustainable development and prosperity.

  4. Academic and Research Preparation: Prepare students interested in specialized master's studies in Public and Development Management with a solid academic and research foundation.

By fulfilling these objectives, the program aims to empower mid-career managers and aspiring leaders with the expertise needed to navigate the complexities of public management and drive positive change in both the public and voluntary sectors.

Outcomes

  1. Demonstrated ability to read, interpret and apply advanced and more technical Public and Development Management related literature including the ability to teach themselves from source material.
  2. Shown an advanced understanding of the use of scientific approaches and methods in the acquisition of scientific Public and Development Management related knowledge (e.g. the importance of using advanced and more complex research methodologies)
  3. Demonstrated ability to identify and solve more complex Public and Development Management problems in a critical and creative way.
  4. Demonstrated ability to work effectively with others as a member of a senior management team in the developmental and public sectors
  5. Demonstrated ability to organise and manage oneself and one's personal activities responsibly and effectively
  6. Demonstrated ability to collect, analyse, organise and critically evaluate more advanced and technically more complex Public Management related information.
  7. Demonstrated ability to communicate more advanced and technically more complex Public Management related issues effectively, using more advanced visual, mathematical and or language skills in the modes of oral and or written persuasion.
  8. Demonstrated ability to use advanced technical Public Management related science and technology effectively and critically, showing responsibility towards the environment and interests of others.
  9. Demonstrated advanced and technical understanding of the world as a set of related systems by recognising that Public Management related problem-solving contexts do not exist in isolation.
  10. Demonstrated ability to understand and apply a range of advanced, technical Public Management-related techniques, procedures and experimental approaches required in the different specific programmes leading up to this qualification
  11. Demonstrated ability to apply these more advanced and technical more complex Public Management related knowledge and practical skills to address theoretical and practical management problems
  12. Demonstrated refined and advanced ability to learn and apply appropriate lessons from these more complex experiences in order to solve technical Public Management related problems in such a way that sustainable developmental outcomes are ensured
  13. A demonstrated sound understanding of: the latest advances in theoretical explanations and modelling the technical bodies of knowledge and more extensive practical experiences and skills related to the core technical aspects of the relevant Public Management related subject matter

Assessment Criteria

Assessment for Qualification

  1. The assessment used for this qualification ensures that the purpose of the qualification is achieved.

  2. A range of formative and summative assessment methods such as simulations, assignments, workplace assessments, exercises, written and oral presentations, and examinations are used.

  3. The required range of modalities is used integratively to assess whether the specified outcomes have been achieved.

  4. From the assessment of samples generalizing to a domain takes place in a judicious and planned way in order to ensure reliability.

  5. The assessment used meets the standard and level of achievement for NQF level 7.

Integrated Assessment: Integrated assessment takes place through a variety of procedures including practically orientated cross-disciplinary individual and group assignments, simulations, workplace assessments, written and oral presentations, exercises, tests, and examinations.
