Qualification Overview

Purpose

This qualification aims to equip learners with the managerial insight and knowledge necessary for careers in public and private sector organisations, as well as for independent business activities. The goal is to contribute to and strengthen the existing leadership at these levels. The qualification provides a foundation through training in critical aspects of work behavior, human resource management, public administration, politics, labor relations, policy interpretation, and consumer behavior, all of which are focal areas in the public and private sectors of the economy.

Rationale

The lack of appropriate professional knowledge and skills in public offices is a significant concern in South Africa, jeopardizing the effective management of public resources for the benefit of the country's citizens. This qualification addresses the need for a trained workforce in public finance management, human resource and labor relations management, and public policy analysis and application, with a deep understanding of South Africa's developmental needs and political environment. The expertise in Public Administration is essential, as highlighted by the introduction of the White Paper on the Transformation of Public Service and the White Paper on Transforming Public Service Delivery by the Government.

Target Learners

Typical learners interested in enhancing the efficiency of public service delivery based on the principles of Batho Pele, along with a passion for administration, policy, and politics, are trained to become proficient administrative officers, organizational development officers, administrative clerks, administrative managers and directors, and business administration experts.

  1. Demonstrate an integrated knowledge of Public Administration as applied in both private and public management contexts.
  2. Use management techniques based on suitable methodologies of enquiry in the field of administration to solve problems.

Associated Assessment Criteria for Exit Level Outcome 1:

  1. Apply and evaluate key terms, concepts, facts, principles, rules, and theories of administration in the public and private sectors.
  2. Contextualise Public Administration practices within the South African public policy landscape.
  3. Demonstrate integrated knowledge of Public Administration in both public and private enterprise economies.
  4. Distinguish the functions of government by identifying the various arms of government.
  5. Understand the role of public administration institutions within society's policy landscape.
  6. Identify socio-economic development issues and challenges in South Africa.
  7. Apply the skill of contextualising Public Administration knowledge in the face of political and global challenges.
  8. Distinguish the processes of government by identifying various functions and structures of government.
  9. Comprehend the debate between bureaucracy and development administration.
  10. Explain the relationship between Non-governmental Organisations and Development.

Associated Assessment Criteria for Exit Level Outcome 2:

  1. Conceptualise concepts such as Local Economic Development, Public Administration theories, and Integrated Development Planning.
  2. Propose suitable strategies of enquiry to research challenges faced in specific operational areas of organisational administration.
  3. Engage in administrative problem-solving by identifying, analysing, evaluating, and addressing complex problems with evidence-based solutions and theory-driven arguments.
  4. Apply ethics in decision-making and act ethically and professionally.

Associated Assessment Criteria for Exit Level Outcome 3:

  1. Demonstrate information literacy by validating sources of information, and managing information relevant to administration and management.
  2. Communicate effectively in the administrative environment.
  3. Show adaptability to different situational challenges and work environments.
  4. Apply the fundamentals of public policy making and analysis.
  5. Integrate theory and practice related to public policy analysis, research, and consultancy.
  6. Manage their own learning process while being accountable for decisions and actions.

Integrated Assessment:

  • Demonstrate integrated knowledge of Public Administration in both private and public management contexts.
  • Use management techniques based on suitable methodologies of enquiry to solve problems.
  • Integrate new knowledge into administration practice, considering context and systems.
  • Use a combination of Formative and Summative assessments, with a 60:40 weighting respectively.
  • Utilise tests, assignments, presentations for formative assessment, and theoretical exams for summative assessment.
