Purpose

The purpose of the Advanced Diploma in Taxation is to provide learners with intellectual enrichment in the field of Taxation by offering an advanced understanding of current thinking, theory, and international trends in the discipline.

Rationale

Research conducted by the Finance and Accounting Services Sector Education and Training Authority (FASSET) identified a need for developing qualified professionals in the field of Taxation in South Africa. This led to the establishment of a scarce skills code for Tax Practitioners (241103). Research by the South African Revenue Service (SARS) revealed that only 17,000 Tax Practitioners in South Africa hold formal qualifications or training. Currently, Taxation specialists are mainly drawn from the accounting and legal sectors.

Additionally, the Department of Labour's report for the 2014/15 period highlighted the increasing demand for high-level skills in the South African economy. There is a shortage of specialized tax consultants required to support the economy in various capacities, such as tax specialists in private practice, tax advisors in commerce and industry, and tax auditors or investigators within the Revenue Service.

Considering the economic, societal, regional, and national needs outlined above, this qualification aims to address the skills shortage by providing a relevant and practical qualification. Graduates could pursue employment in both the private and public sectors in taxation or payroll-related departments. They would be equipped to help in areas like registering tax payers, determining tax liabilities, handling tax disputes, managing tax returns, evaluating business models and investment bids, and contributing to estate planning.

The qualification offers a pathway for learners with Taxation Diplomas or equivalent qualifications to advance to Postgraduate studies. It provides specialized, practical training in Taxation and allows learners to choose elective modules in the second semester to tailor their studies to their interests.

Streams:

  • Stream A: Focuses on Financial Reporting modules, enabling learners to specialize in Accounting and Taxation Compliance.
  • Stream B: Includes Advanced Computer Audit modules, allowing learners to specialize in Enterprise Systems and business tax process compliance.

By integrating Accounting, Financial Management, and Internal Audit into the curriculum, the qualification equips learners with the necessary knowledge and skills to excel in the Taxation environment and provides a comprehensive and integrated approach to their competencies.

Outcomes

  1. Apply disciplinary and interdisciplinary based knowledge to take an informed stand with regard to the impact of Taxation legislation (both Local and International) on an Individual and Juristic persons Taxation position.
  2. Practice ethics that are pertinent to ensuring Taxation Compliance.
  3. Utilise an advanced understanding of the theories and practices pertaining to the field of Taxation to draft effective strategies to minimise Taxation Liabilities and assist with Taxation Planning.
  4. Evaluate and outline the ramifications of economic policy on Taxation and Operating policies in a language which is accessible to the general public and various stakeholders in the business community.
  5. Manage and coordinate the applied accounting sciences' activity with an ability to conduct Taxation engagements in diverse business environments.

Associated Assessment Criteria for Exit Level Outcome 1:

  • Calculate individual and juristic person's taxation liabilities in accordance with relevant taxation legislation.
  • Interpret and evaluate taxation legislation and its impact on the SA economy.
  • Evaluate and apply disciplinary and interdisciplinary based knowledge to the contextualized situation.

Associated Assessment Criteria for Exit Level Outcome 2:

  • Adhere to deadlines in accordance with prevailing taxation legislation.
  • Ensure compliance with taxation legislation in all respects.
  • Avoid utilizing taxation avoidance schemes.
  • Undertake ethical practice relating to taxation compliance.

Associated Assessment Criteria for Exit Level Outcome 3:

  • Interrogate taxation legislation and quantify its impact on taxation planning.
  • Understand taxation legislation, associated theories, and industry practices at an advanced level.
  • Develop taxation strategies to minimize or maximize taxation liabilities to suit the assessed situation.

Associated Assessment Criteria for Exit Level Outcome 4:

  • Evaluate and outline economic policy, accounting policies and practices, information technology policies, and business operations within the contextual situation.
  • Relate ramifications of taxation legislation to the potential impact on the business community.
  • Communicate a holistic approach to taxation effectively.

Associated Assessment Criteria for Exit Level Outcome 5:

  • Coordinate and manage taxation engagements effectively.
  • Comply with relevant industry standards.
  • Contextualize taxation legislation to the appropriate business environment.

Integrated Assessments:

  • Combine the assessment of a variety of different skills at the same time, assessing multiple outcomes and criteria.
  • Use a combination of assessment methods and instruments.
  • Ensure assessments are open, transparent, fair, valid, and reliable.
  • Incorporate an integrated approach to assessment into the qualification.
  • Integrate assessment of knowledge, skills, attitudes, and values in the taxation qualification.
  • Incorporate practical contexts whenever possible.
  • Use formative assessments to support learner developmentally and provide feedback.
  • Use summative assessments to make judgments about achievement and provide snapshot information about a learner's competence level at a given time.
