Purpose:

The purpose of the Advanced Diploma in Correctional and Rehabilitation Studies is to equip learners with the skills and competencies to conduct research not only on the challenges faced by the correctional system of South Africa but also on a wide range of issues in the field of correctional services. The aim is to ensure that offenders are successfully reintegrated back into society as law-abiding citizens and economic contributors. Upon completion of this qualification, learners will be able to run projects in a variety of correctional and rehabilitation activities, study individual and group behavior in the correctional services environment, and administer community correctional policies. Graduates will have the ability to work independently at a tactical and strategic level within a correctional services setting. This qualification also aims to enhance learners' analytical and research skills relevant to correctional services, with a specific focus on the broader criminal justice system.

The introduction of basic research at the undergraduate level was deemed necessary by the Department of Safety and Security Management, as many postgraduate learners face challenges in planning and conducting research projects. This qualification aims to equip learners with research skills that will prepare them for independent research at postgraduate level. It will also address the ethical complexities of research within the criminal justice system. By providing learners with foundational knowledge, cognitive tools, and practical techniques related to research methods in the criminal justice system, this qualification aims to facilitate progression through the professional path of correctional and rehabilitation studies.

Rationale:

The decision to introduce the Advanced Diploma in Correctional and Rehabilitation Studies was made following discussions in the Academic Advisory Committee (AAC), which consists of internal and external lecturing staff, as well as correctional officials delegated by the National Commissioner of Correctional Services. The need for this qualification arose from the institution's commitment to lifelong learning in the field and the demand from the Government Department of Correctional Services for postgraduate-level learners with specialized knowledge and skills.

This qualification is designed to provide learners with the necessary knowledge and competencies to conduct research, manage institutional projects, analyze offender behavior, and address the challenges faced by correctional centers in South Africa. Targeted at graduates of the Diploma in Correctional and Rehabilitation Studies or National Diploma in Correctional Services Management (or equivalent NQF level 6 qualification), the Advanced Diploma aims to meet the need for skilled professionals in the correctional services sector.

  • Identify and explain the challenges faced by the correctional system of South Africa.
    • Analyze overcrowding in prisons, lack of rehabilitation programs, high rates of recidivism, gang violence, and inadequate training of correctional officers as challenges.
  • Outline possible solutions to the challenges faced by the correctional system of South Africa.
    • Propose solutions such as building more prisons, implementing effective rehabilitation programs, addressing root causes of crime, increasing staff training, and fostering partnerships with community organizations.

Associated Assessment Criteria for Exit Level Outcome 2:

  • Apply the basic principles of project management in practice within the correctional services environment.
    • Implement project management techniques to improve efficiency in the delivery of correctional services.
  • Analyse the current department of correctional services' strategic plan and its relevancy and application judged against the primary components of strategic management.
    • Evaluate the strategic plan in terms of goals, objectives, resource allocation, and alignment with the mission of the department.
  • Carry out the process of strategic management in practice within the correctional services environment.
    • Develop and implement strategic initiatives to enhance the effectiveness and efficiency of correctional services.

Associated Assessment Criteria for Exit Level Outcome 3:

  • Outline a historical overview of parole.
    • Provide a historical context of the parole system in South Africa.
  • Analyse and critique the parole system of South Africa.
    • Evaluate the effectiveness of the parole system in terms of reducing recidivism and promoting rehabilitation.
  • Discuss parole supervision in detail.
    • Examine the methods and strategies employed in supervising individuals on parole.
  • Discuss correctional Supervision in detail.
    • Explore the various forms of supervision used in correctional settings to monitor and manage offenders.

Associated Assessment Criteria for Exit Level Outcome 4:

  • Describe and assess the South African criminological issues in corrections against international standards.
    • Compare criminological issues in South Africa with international best practices in corrections.
  • Identify and recommend gaps between the South African criminological issues and international standards for improvement.
    • Highlight areas where South Africa can improve its correctional system to align with global standards.

Associated Assessment Criteria for Exit Level Outcome 5:

  • Apply basic research skills in practice.
    • Develop a research proposal in the field of correctional services to address a specific research question.

Associated Assessment Criteria for Exit Level Outcome 6:

  • Explain the behaviour, personality, attitudes and motivations of an offender as an individual.
    • Analyze the psychological factors influencing individual offender behavior.
  • Discuss the behaviour, personality, attitudes and motivations of individual offender gangs.
    • Explore the group dynamics and motivations of offender gangs in correctional settings.

Integrated Assessment:

  • Integrated Assessment will be achieved by a variety of strategies.
    • Utilize formative and summative assessments, including case studies, problem-solving analysis, oral presentations, peer, and self-assessments.
  • Summative Assessment calculations:
    • Semester tests, assignments, and examinations will be used to determine the predicate mark required for entrance to the examination.
