Purpose and Rationale

Qualification Overview

Purpose:

The purpose of this qualification is to provide learning opportunities and career advancement for public officials, regardless of formal qualifications, who have acquired competencies through work experience in government-financed projects. This qualification aims to offer a path towards formal qualifications through blended teaching methods and enable articulation into Postgraduate studies.

Rationale:

The School for Public Leadership (SPL) currently offers Postgraduate qualifications but lacks the capacity to meet the development needs of many public officials employed across government spheres. This qualification seeks to address this gap, especially for employees from previously disadvantaged backgrounds, by providing access to formal tertiary education pathways.

By offering this qualification, the SPL aims to bridge the gap in capacity development for public officials, particularly for those who have been historically marginalized in terms of education opportunities.

Outcomes

  1. Integrate knowledge of the central areas of Public Accountability/Public Administration, as well as apply and evaluate the key terms, concepts, facts, principles, rules and theories of the field of Public Administration and how that knowledge relates to other fields, disciplines or practices.
  2. Select and apply a range of methods to resolve problems or introduce change within a practice of Public Accountability.
  3. Identify, analyse, evaluate, critically reflect on and address complex problems, applying evidence-based solutions and theory-driven arguments.
  4. Take decisions, act ethically, professionally, and justify decisions and actions taken drawing on appropriate ethical values and approaches within a supported environment.
  5. Develop and communicate own ideas and opinions in well-formed arguments, using appropriate academic, professional, or occupational discourse.

  • Set shared integrity and ethical standards
  • Develop, implement, monitor, and review public accounting procedures

Associated Assessment Criteria for Exit Level Outcome 5:

  • Engage with stakeholders on political and financial oversight
  • Communicate persuasively
  • Use computer software for knowledge sharing
  • Use research methods and written communication skills
  • Build alliances for service delivery
  • Engage with political-administrative leadership

Integrated Assessment:

  • Modules with at least two individual assessments
  • One assessment under controlled circumstances
  • One take-home written assignment
  • Passing grade of 50% with subminimum of 40%
  • Second opportunity for assessment if attended eighty percent of contact time
  • No more than 20% contribution from group assessments
  • Plagiarism checks for take-home assessments
  • Right to appeal assessment findings
