The purpose of the qualification is to develop the necessary knowledge, understanding, abilities, and skills required for practicing as a Construction Health and Safety Agent and a Construction Health and Safety Manager. The qualifying learners will gain high levels of conceptual understanding needed for the challenges and problem-solving skills within the construction industry. Adaptability to new challenges and technologies relies on fundamental conceptual knowledge and critical thinking skills, crucial for managing construction H and S within construction businesses and projects in project management contexts.
The Construction Industry Development Board (CIDB) industry report highlighted a significant number of accidents, fatalities, and injuries due to non-compliance with Health and Safety (H and S) legislation. This lack of compliance indicates ineffective management and supervision of H and S on construction sites and projects, emphasizing the need for skilled professionals. The Council for the Built Environment (CBE) mandated the registration of construction H and S professionals through the SACPCMP to address the lack of competencies and formal registration processes.
This qualification aims to improve compliance with H and S legislation, reduce industry fatalities, injuries, and diseases by integrating H&S into Construction Management. Collaborations with government, industry, and professional associations have influenced the development of this qualification. The multi-stakeholder contributions, complex projects, and the PESTEL framework in the construction industry necessitate the need for this qualification to address construction H and S challenges effectively.
